I did notice on the Blogging Libraries wiki that hardly any of the blogs listed actually had people commenting regularly. Are they worth all the work of setting up and maintaining?

I think it depends on the purpose of the blog. Some blogs are really a way of making information accessible, others work as a conversation. Some people are shy about the public nature of commenting on blogs and so they don't comment.
Have a look at Lorcan Dempsey's blog http://orweblog.oclc.org/ quite a few of his posts have comments,
I hope you have commented on some of blogs of other people doing this course.
